Mexican Papel Picado

I've always wanted these simple mexican decorations but never want to buy them because I figure I can just make them. Well, here's a short tutorial on how to make festive banners.

I realize it's in spanish, but don't worry. He's using very simple vocabulary and I think even if you don't understand a single word of spanish you can just watch and pretty much get the jist of it : )
